Secretary, School Education and Literacy inaugurates the RECOUP Mid-term dissemination conference on 3 December 2008:at the India Habitat Centre. This 3-day conference was organized jointly by RECOUP, based at CORD, and the Consortium for Research on Educational Access, Transitions and Equity (CREATE) based at the National University of Educational Planning and Administration (NUEPA). CREATE and RECOUP are part of the Research Projects Consortium (RPC) of 7 institutions from Bangladesh, Ghana, India, Kenya, Pakistan and the UK.
The purpose of this conference was to disseminate the preliminary findings of RECOUP and CREATE research in India. The ceonference report will be posted soon.

RECOUP qualitative research fieldwork on Youth, Gender and Citizenship: RECOUP qualitative research fieldwork on Youth, Gender and Citizenship to begin early December in 2 of the 4 qualitative study sites. The inter-generational study will look at the role gender plays in shaping participatory citizenship in young men and women living in poverty. And, whether or not, the social and human development outcomes are the same for young men and women in poverty, if given equal education.

RECOUP qualitative research fieldwork complete for three subthemes: Outcomes of education for the health and fertility of poor communities for 4 sites; the impact of education, skills and training on livelihoods, for 4 sites; and disability, education and poverty in one sample district. Translations and documentation are complete. The data has been coded. Preliminary findings and analyses for the health and fertility subtheme have been presented in the form of a working paper at various forums, including the Dissemination event.

RECOUP quantitative survey of more than 1000 households in Madhya Pradesh and Rajasthan, is complete In a total of 18 villages and 6 towns in the two states, data was collected along the three RECOUP themes – socioeconomic details of the households as well as details on education, employment, skills acquired, health and fertility status and beliefs and perceptions of all members between 15 and 60. Preliminary working papers are being presented at the Mid-term dissemination event.

The second phase of RECOUP research on Theme 3: Education Finance & Aid started in March 2008 with interviews with major donor agencies in Delhi, including the World Bank, DFID, and the European Commission. In the first phase, the evolution of public spending on education in the last 15 years was analysed and presented in the form of a working paper. In the second phase, the major characteristics of the changing pattern and importance of aid to education are to be identified.

REFA supplementary qualitative studies concluded in six villages of Bihar, Madhya Pradesh, Rajasthan, Uttar Pradesh, Uttarakhand, Himachal Pradesh. The six villages were selected out of the ones covered in the large quantitative survey conducted in 2006-07.
The quantitative survey included:
A survey of all educational facilities in a village for those under fourteen and
The qualitative studies in northern India explore school–community linkages as well as the experience of children in the classroom and the school in general.
Qualitative studies in the south of India look at innovative initiatives in education. The process of data editing and data entry for the quantitative survey is complete. Preliminary findings have been shared with a number of groups in Delhi and in other states. The final report is expected to be ready by the end of 2008.
